Rodney Percival PE has over 30 years in the construction industry in the capacities of Contractor, Estimator, Construction Manager, Project Manager, and Program Cost Manager.

When unfortunate enough to be the low bidder he was given the plans and specs with a fresh purchase order book and sent to the bush, not to return until the project was built.
He has resided and worked in Southern California, since the late 80s and has a wealth of estimating experience on commercial projects, as well as public. For the past two decades he has performed program management functions on some of the largest programs in the region including FAA Infrastructure, LAUSD Bond Program and LAX Capital improvement program. He has worked for large firms like AECOM and some smaller Consulting and Estimating firms in Los Angeles.
For the past several years he has been developing online applications to fill gaps in processes of developing Capital Budgets and the validation of costs in the Change Order management process. Most estimating tools are tailored for contractors, requiring highly trained specialists, and a significant amount of upfront customization. They are driven by complex and expensive cost databases which have little to no relevance to a specific organization.
Estimating is generally left to a small few within an organization, because they lack a platform for sharing. This silo-ing of information rarely breeds the best results, and misses out on opportunities for collaboration with other estimators or project managers. Review and feedback, is necessary for process improvement.

If you are fortunate enough to find a past estimate you can never be sure that you are reviewing the correct version.
