Steven M. Murow is the Founder and Chairman at Murow Development Consultants. He has over 40 years’ experience as a general engineering contractor, construction manager, and expert witness specializing in cost estimating and scheduling of infrastructure improvements. He is an expert in cost estimating of horizontal improvements. He has an active “A” license with the state of CA, holds a BA in Business Management and will complete his Masters’ degree at the University of Redlands in February 2021. Rancho Mission Viejo – Murow has provided cost estimating, budgeting, scheduling, construction management and resident engineering services on over $3B of infrastructure improvements within the 23,000-AC development including the Cow Camp Road bridge construction, numerous park improvements and utility installations

Murow has been retained on over 300 matters to provide litigation support and expert witness services; he has been deposed on 60 occasions and has testified 29 times in court involving cost estimating, scheduling and construction management issues.
